What would clarify the proposal’s next stage?
FRSA has targeted September 2026 for its Stage 1 investment decision. The design it ultimately pursues, its planning pathway, approval requirements and infrastructure arrangements remain separate matters to track.

What would change the public position
- Design and planning pathway. Identification of the plans FRSA intends to pursue and whether they can proceed under the existing approval or need a further planning decision.
- FRSA decisions. A disclosed outcome of its stated Stage 1 Final Investment Decision and Association approval process. An internal decision does not itself grant statutory approval.
- Conditions and commencement. Evidence that requirements applying before development commences have been addressed, with Building Permit lodgement and issue requirements tracked at their own trigger points.
- Services and roads. Documented servicing arrangements and Shire-approved roundabout and footpath plans, with the required works tracked separately before school operations.
