Roads, water and services remain part of the delivery picture.
The permanent roundabout, the required Abernethy Road footpath, groundwater and private service connections each affect when and how the campus could proceed.

Required before the school can operate
Condition Q requires approved plans and full construction before school operations begin. The Shire currently sequences the permanent roundabout after completion of the Tonkin Highway Extension.

An allocation exists; the supply is not yet demonstrated
FRSA holds a 17,250 kL annual allocation from the Superficial Swan aquifer. The licence alone does not establish bore yield, water quality, seasonal reliability or the complete campus water system.

The public record does not establish the proposed routes, approvals, levels or costs for water, wastewater, power and communications. That uncertainty does not establish that servicing is impossible.
